For protection against scratches from a pocket — yes. If the phone is exposed to drops and contact with sand, tempered glass works better, as it disperses the energy of an impact.
Is camera glass needed with a case that has a lip?
The lip protects against rubbing on a tabletop, but not against sand that gets into the cutout. Separate small glasses cost little and are cheaper than cleaning the module.
